You should first contact your local police service to report your device has been lost/stolen. The police may add the device to a blocked register to prevent future use. This is not something that Samsung can do on your behalf. If you have synced or backed up your device recently with Samsung KIES, your personal files and settings may be stored within the program. You can retrieve these files by syncing or restoring your back up to another Samsung device. If you have not backed up your device then unfortunately any files you had saved will be lost.
