I have discovered the source of the problems described, and the solution.
Right-click on the Kies application launch icon (shortcut) and select 'properties' at foot of drop-down list.
Then, from the 'shortcut' tab select 'advanced'. Ensure that 'Run as administrator' is NOT ticked. Save and exit
This should now allow Kies:
1) to run without tripping User Account Control password entry
2) to look at the local user Outlook data files (instead of at the Administrator account Outlook data files)
I have no idea why the install of Kies under non-administrator Windows user account should be set to 'Run as administrator' by default, and so lock itself to looking at the admin account's Outlook instead of the local user's However that is what was happening in my previous answer - Kies was only syncing a small sub-set of my Outlook contacts database because, unwittingly, that is all that was recorded in the Admininstrator's Outlook (which I don't use). The admin Outlook had picked up those contacts from a previous Kies sync of a Samsung feature-phone.
So now that it is working with Outlook 2007 I can happily report that Kies is not too bad. It has synced all my contacts, automatically got all the mobile/home/work phone numbers and email addresses sorted into correct corresponding fields in the phone (Galaxy Note UK). Also picked up contact notes, birthdays and anniversaries. The only fly in the ointment is that home address fields are in the wrong order.
Calendar entries also synced.
All fairly painless once working, with the caveat about home addresses.

Don't count on it. I have Oulook 2007 and it does not work. When I first connected my brand new Galaxy Note (UK) via USB Kies I got the ICS update straight away, which was good.
But Kies sync to Outlook 2007 does not work at all for me, not in a meaningful way. Again, with the phone still virgin, no contact entries yet put into the phone, I synced to Outlook via USB, expecting to get my full Outlook contact database synced into the phone. This was one of my reasons for choosing Samsung - I do not want to sync via the cloud or via Google.
However, all I got was a selection of some of my Outlook contacts, only 88 out of over 360 contacts in Outlook synced to the phone. And of those, only the contact name and phone numbers copied over, no address details and only a very few email addresses. Worse still, many of the 88 entries are infact phantom duplicates (i.e. no duplicate exists in Outlook, but the contact is duplicated in the phone).
None of my existing calendar entries from Outlook synced to the phone - I have selected the option in Kies.
I have subsequently tried again, there is no improvement. And none of the calendar entries I have made in the phone copy over to Outlook either. I have updated Kies to the latest version, still no improvement. And to cap it all, Kies gives an error ["Object reference not set to an instance of an object" (fatal error)] when you exit the program. This error started with the previous Kies update and persists in the latest version. It was not present prior to that.
Not sure if they will post this reply, although I have kept it strictly factual and free of rancour. Unless the fact that my reply relates to Outlook 2007 whereas the question relates to 2003 is relevant? Surely Kies should work properly for both?
