Have you tried rebooting the device? To do this, please turn the device off and remove the battery for 2-3 minutes.
If this does not help, I feel it would be beneficial for you to contact the Galaxy team on 0330 726 7864, so that our remote management team can remotely access your S4 mini to look into this.
Further to this, you could try a factory reset. However, I would advise trying the remote management option first, as this may solve the issue. Please ensure to back up all of your important data as a factory reset this will erase everything from your device.
