there is a app for the skype feature at the app store which i have on my phone and works ..tho not used the video feature as yet but i would imagine it will work fine

No, it will not. Samsung is not going to upgrade this phone to Android 4.0. Samsung will, however, issue a value pack shortly (firmware: Android 2.3.6) which will contain some ICS features of Android 4.0. In that way Samsung compensates (somewhat) for not upgrading to Android 4.0. So actually, the Samsung Galaxy S Plus hast just (already after less than a year) officially become obsolete.
